The Central Bank has decided on the deadlines for submitting regulatory documents for the Tsf
By the end of 2022, the Bank of Russia will make a series of legislative initiatives to the State Duma regarding the regulation of digital financial assets (Tsf). This was announced by the first deputy chairman of the Central Bank Olga Skorobogatova as part of the Finopolis forum.
According to her, the package of regulatory documents includes three main directions:
- improving taxation and exclusion of tax arbitration;
- development of platforms for the exchange of Tsfa;
- Determining approaches to the regulation of smart contracts.

Skorobogatova clarified that the last question raises a lot of disputes in the professional environment, taking into account potential risks for consumers and the financial stability of large business projects.
In general, the representative of the Central Bank noted an interest in the development of the Central Forest in the Russian Federation.
“We believe that this is a very good new tool for participants in the financial market,” said Skorobogatova.
She also said that the Central Bank processes nine applications for the status of an information system operator, which gives companies the right to release and appeal of the Tsf inside platforms.
At the moment, the registry contains three operators: Atomyze, Sberbank and Lighthouse.
Previously, the regulator prepared a report with which it plans to discuss the further development of the TsFA, in particular the possibility of circulating digital assets at exchange trading.
